PUBLIC HEARINGS:
1. PUBLIC HEARING TO RECEIVE PUBLIC COMMENT ON A REQUEST TO AMEND THE CITY’S GENERAL PLAN DESIGNATING THE PROPERTY LOCATED AT 690 WEST 1700 SOUTH (12-297-0005) FROM MANUFACTURING TO COMMERCIAL
BACKGROUND: The applicant is requesting a General Plan amendment that would allow them to convert the existing structure into a church and further develop the site with a new parking lot and landscaping.
RECOMMENDATION: Receive public comment.
2. PUBLIC HEARING TO RECEIVE PUBLIC COMMENT ON REZONING THE PROPERTIES LOCATED AT 670 AND 690 WEST 1700 SOUTH (12-297-0005, 12-297-0004, & 12-065-0158) FROM M-1 (MANUFACTURING) TO C-2 (COMMERCIAL)
BACKGROUND: The applicant is requesting a rezone that would allow them to convert the existing structure into a church and further develop the site with a new parking lot and landscaping. The rezone request is to change the zoning of all three parcels from M-1 (Manufacturing) to C-2 (Commercial). To approve the rezone request of the rear parcel, the future land use designation of the General Plan must be amended to align with the desired zoning.
RECOMMENDATION: Receive public comment.
3. PUBLIC HEARING TO RECEIVE PUBLIC COMMENT ON A REQUEST TO AMEND THE CITY’S GENERAL PLAN DESIGNATING THE EASTERLY 0.207 ACRES OF THE SUBJECT PROPERTIES LOCATED AT 29 & 37 NORTH LAKEVIEW DRIVE (12-005-0003 & 12-005-0101) FROM COMMERCIAL TO RESIDENTIAL
BACKGROUND: The applicant is requesting a General Plan amendment that would allow for an amended subdivision plat to be submitted to adjust the property lines for Lots 3 & 4 of the Lakeview Subdivision and creates a separate lot for the commercial business along Main Street. Based upon research, the commercial building has existed on Lot 3 with the single-family home and the majority of the parking lot on Lot 4 of the Lakeview Subdivision for some time. The residential homes are separated from the commercial business and parking lot by separate fences for each home. The proposed amended lots would follow the fence lines with each lot having an area around 4,500 square feet. The combined area of the amended two lots for the General Plan and rezone request equals 0.207 acres. To grant the rezone, the General Plan amendment must also be made to have a residential future land use designation that allows for the R-1-8 zone.
RECOMMENDATION: Receive public comment.
4. PUBLIC HEARING TO RECEIVE PUBLIC COMMENT ON REZONING THE EASTERLY 0.207 ACRES OF THE SUBJECT PROPERTIES LOCATED AT 29 & 37 NORTH LAKEVIEW DRIVE (12-005-0003 & 12-005-0101) FROM T-C (TOWN MIXED COMMERCE) TO R-1-8 (RESIDENTIAL)
BACKGROUND: The applicant is requesting a rezone that would allow for an amended subdivision plat to be submitted to adjust the property lines for Lots 3 & 4 of the Lakeview Subdivision and create a separate lot for the commercial business along Main Street. The applicant requested a variance from the minimum lot area and setback standards for the single-family homes on the proposed amended lots. Staff reviewed the variance request and granted approval of the variance subject to the properties being rezoned to R-1-8 to match the zoning of all the other single-family homes in the Lakeview Subdivision. Due to the unique circumstances of these lots over the last 50+ years, staff has determined that this course of action will best support the established single-family neighborhood and the continued use or redevelopment of the commercial property.
RECOMMENDATION: Receive public comment.
