1. PRESENTATION TO THE CLEARFIELD COMMUNITY SERVICES DEPARTMENT BY THE UTAH RECREATION & PARKS ASSOCIATION BACKGROUND: At the 2023 annual Utah Recreation & Parks Association (URPA) Conference, Clearfield City’s Community Services department received an award for an "Outstanding Special Event" for the Pumpkin Float, and an "Outstanding Facility" award for the renovation of the Clearfield Community Arts Center.

2. PRESENTATION BY THE CLEARFIELD CITY YOUTH COMMISSION REGARDING ATTENDANCE AT THE NATIONAL LEAGUE OF CITIES CONGRESSIONAL CITIES CONFERENCE BACKGROUND: The Clearfield City Youth Commission recently had the opportunity to attend the National League of Cities Congressional Cities Conference in Washington D.C. Members of the Commission are present to talk about their experiences.

3. PUBLIC HEARING TO REVIEW AND ADOPT THE 2023-2024 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) ONE-YEAR ACTION PLAN BACKGROUND: The One-Year Action Plan is necessary for Clearfield City to qualify for Community Development Block Grant (CDBG) funds through the Department of Housing and Urban Development (HUD). The plan covers the program year July 1, 2023 to June 30, 2024. A 30-day comment period commenced March 14, 2023 and residents were given the opportunity to review and comment, though no written comments have yet been received. RECOMMENDATION: Receive public comment.

SCHEDULED ITEMS:

4. OPEN COMMENT PERIOD The Open Comment Period provides an opportunity to address the Mayor and City Council regarding concerns or ideas on any topic. To be considerate of everyone at this meeting, public comment will be limited to three minutes per person. Participants are to state their names for the record. Comments, which cannot be made within these limits, should be submitted in writing to the City Recorder at nancy.dean@clearfieldcity.org. The Mayor and City Council encourage civil discourse for everyone who participates in the meeting.

5. CONSIDER APPROVAL OF ORDINANCE 2023-07 AMENDING THE CITY’S CONSOLIDATED FEE SCHEDULE UPDATING THE PLANNING & ZONING FEES BACKGROUND: The City’s fees for Planning & Zoning fees were recently reviewed to ensure the fees adequately recovered the costs associated with providing municipal services. Staff is proposing amendments to the Planning & Zoning fees found under Land Use Fees. RECOMMENDATION: Approve Ordinance 2023-07 amending the City’s Consolidated Fee Schedule updating the Planning & Zoning fees; and authorize the Mayor’s signature to any necessary documents.

6. CONSIDER APPROVAL OF THE 2023-2024 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) ONE-YEAR ACTION PLAN RECOMMENDATION: Approve the 2023-2024 Community Development Block Grant (CDBG) One-Year Action Plan and authorize the Mayor’s signature to any necessary documents.
