PUBLIC HEARINGS:
3. PUBLIC HEARING TO REVIEW A DEVELOPMENT AGREEMENT FOR THE DAVIS COUNTY HEALTH DEPARTMENT PARKING LOT EXPANSION LOCATED AT 110-160 SOUTH DEPOT STREET (TIN: 12-020-0033, 12-020-0047 & 12-020-0034 BACKGROUND: The Davis County Health Department has recently acquired these properties south of the parking lot area and plans to expand the parking lot as well as construct a secured fleet parking area. In coordination with Clearfield City staff and elected officials, it has been determined that a development agreement would be necessary and appropriate to address aspects of the project that would not comply with the Downtown Form Based Code. The proposed modifications address frontage landscaping, parking lot landscaping, screening, and security for the fleet parking area. The development agreement also addresses the installation of streetlights and the collaboration between Clearfield City and the Health Department to underground the overhead utilities along the Davis County properties. RECOMMENDATION: Receive public comment.

4. OPEN COMMENT PERIOD The Open Comment Period provides an opportunity to address the Mayor and City Council regarding concerns or ideas on any topic. To be considerate of everyone at this meeting, public comment will be limited to three minutes per person. Participants are to state their names for the record. Comments, which cannot be made within these limits, should be submitted in writing to the City Recorder at nancy.dean@clearfieldcity.org. The Mayor and City Council encourage civil discourse for everyone who participates in the meeting.

6. CONSIDER APPROVAL OF ORDINANCE 2023-08 AUTHORIZING THE DEVELOPMENT AGREEMENT FOR THE DAVIS COUNTY HEALTH DEPARTMENT PARKING LOT EXPANSION PROJECT LOCATED AT 110-160 SOUTH DEPOT STREET (TIN: 12-020-0033, 12-020-0047 & 12-020-0034 RECOMMENDATION: Approve Ordinance 2023-08 authorizing the Development Agreement for the Davis County Health Department parking lot expansion project located at 110-160 South Depot Street and authorize the Mayor’s signature to any necessary documents.
