1. Proposed Amendments to the CDBG Annual Action Plan
SCHEDULED ITEMS:
2. OPEN COMMENT PERIOD The Open Comment Period provides an opportunity to address the Mayor and City Council regarding concerns or ideas on any topic. To be considerate of everyone at this meeting, public comment will be limited to three minutes per person. Participants are to state their names for the record. Comments, which cannot be made within these limits, should be submitted in writing to the City Recorder at nancy.dean@clearfieldcity.org. The Mayor and City Council encourage civil discourse for everyone who participates in the meeting.
3. DISCUSS THE TEN KEY THEMES, FOUR FOCUS INITIATIVES, AND DRAFT POLICY STATEMENTS FOR THE CLEARFIELD CITY GENERAL PLAN BACKGROUND: Staff and consultants have prepared a document which includes ten (10) identified themes/topics that reflect community priorities based on the ‘Community Visioning Survey’ and previous general plan discussions with the Planning Commission and City Council. Those discussions with the Planning Commission and City Council go back as far as 2019 when the process to update the general plan initially began with VODA as the consultant. The General Plan will be developed around four (4) focus initiatives. These are the main guiding vision elements of the plan with all policies tied to the accomplishment of these four (4) initiatives. City staff, with the help of FFKR Architects planning staff have identified these themes and initiatives for your consideration and review. The draft policies are based on existing policy statements of the Clearfield City General Plan that carry over, along with new policies introduced during the initial development of the general plan (work completed by VODA), and a handful of additional policies that have been drafted based upon the recent community input and work by the City. The goal of this discussion with the City Council is to produce a general plan that reflects the focus initiatives and policy statements that are the will of the Mayor and City Council with the advice of the Planning Commission. RECOMMENDATION: Staff recommends that the Mayor and City Council review the key themes, focus initiatives and draft policies provided with this report and provide necessary feedback and direction to staff.
