1. OPEN COMMENT PERIOD The Open Comment Period provides an opportunity to address the Mayor and City Council regarding concerns or ideas on any topic. To be considerate of everyone at this meeting, public comment will be limited to three minutes per person. Participants are to state their names for the record. Comments, which cannot be made within these limits, should be submitted in writing to the City Recorder at nancy.dean@clearfieldcity.org. The Mayor and City Council encourage civil discourse for everyone who participates in the meeting.
2. CONSIDER APPROVAL OF ORDINANCE 2024-19 ENACTING THE PARKS, ARTS, RECREATION, AQUATICS AND TRAILS (PARAT) TAX BACKGROUND: The voters of Clearfield originally approved the enactment of the Parks, Arts, Recreation, Aquatics, and Trails (PARAT) Tax in 2014 for a period of ten years. The PARAT Tax is a local sales and use tax of 0.1 percent dedicated to assist with funding items associated with parks, arts, recreation, aquatics, and/or trails facilities, programs and/or organizations. On November 5, 2024, the question of continuing the local sales tax for an additional ten years was presented to voters and approved by a majority. The ordinance will enact the local sales tax and be sent to the Utah Tax Commission. RECOMMENDATION: Approve Ordinance 2024-19 enacting the Parks, Arts, Recreation, Aquatics, and Trails (PARAT) Tax and authorize the mayor’s signature to any necessary document.
3. CONSIDER APPROVAL OF RESOLUTION 2024R-19 REAPPOINTING COUNCILMEMBER KARECE THOMPSON AS A REPRESENTATIVE FOR CLEARFIELD CITY ON THE NORTH DAVIS SEWER DISTRICT’S BOARD OF TRUSTEES BACKGROUND: As a municipality serviced by the North Davis Sewer District, Clearfield City is afforded representation on its Board of Trustees. Councilmember Thompson was appointed to fill the position left vacant when Councilmember Kent Bush retired from the City Council. That term of his appointment will end December 31, 2024, requiring his reappointment for a new term of service which will begin January 1, 2025 through December 31, 2028. RECOMMENDATION: Approve Resolution 2024R-19 reappointing Councilmember Karece Thompson as a representative for Clearfield City on the North Davis Sewer District’s Board of Trustees starting January 1, 2025 through December 31, 2028, and authorize the mayor’s signature to any necessary documents.
4. CONSIDER APPROVAL OF RESOLUTION 2024R-20 FINDING THAT A 0.107-ACRE PORTION OF OPEN SPACE LOCATED IN THE VICINITY OF 1000 EAST AND 1450 SOUTH IS NOT A SIGNIFICANT PARCEL OF PROPERTY AND DIRECTING STAFF TO MOVE FORWARD WITH THE DISPOSAL OF SAID PROPERTY BACKGROUND: The City owns open space on the corner of 1000 East 1450 South and is responsible for its maintenance. There is an individual that has interest in the adjacent lot that has expressed interest in owning the approximate 4,650-square-foot property and was willing to accept responsibility for its maintenance. RECOMMENDATION: Approve Resolution 2024R-20 finding that a 0.107-acre portion of open space located in the vicinity of 1000 East 1450 South is not a significant parcel of property and directing staff to move forward with the disposal of said property and authorize the mayor’s signature to any necessary documents.
