PRESENTATIONS:
1. PRESENTATION BY THE UTAH CHIEFS OF POLICE RECOGNIZING THE CLEARFIELD POLICE DEPARTMENT FOR ACHIEVING ITS ACCREDITATION BACKGROUND: For the past three and a half years, the Clearfield Police Department has been working to achieve the Utah Chiefs of Police Accreditation. Accreditation is a progressive and time-proven method for helping law enforcement agencies improve their overall performance. The foundation of accreditation lies in the adoption of standards that provide clear statements of professional objectives.
PUBLIC HEARINGS:
1. PUBLIC HEARING TO RECEIVE PUBLIC COMMENT ON AMENDMENTS TO THE FISCAL YEAR 2025 BUDGET BACKGROUND: Staff has identified expenditures necessary for City operations which were not included in its current budget. Rich Knapp, Finance Manager, has prepared the proposed amendments for the Fiscal Year 2025 budget. State law requires a public hearing before the City Council approves amendments to the City budget. RECOMMENDATION: Receive public comment.
2. PUBLIC HEARING TO RECEIVE PUBLIC COMMENT ON A ZONING TEXT AMENDMENT TO ADD COMMERCIAL STORAGE FACILITIES AS A CONDITIONAL USE IN THE M-1 (Manufacturing) ZONE AND TO ADD DEVELOPMENT STANDARDS FOR COMMERCIAL STORAGE FACILITIES TO SECTION 11-13-20 OF THE CLEARFIELD CITY CODE BACKGROUND: The applicant would like to add “Commercial Storage Facilities” as a conditional use within the M-1 (Manufacturing) Zone with specific development standards to encourage high quality site and building design. Clearfield City Code currently has a specific section titled Commercial Storage Facilities which states that Commercial Storage Facilities are only allowed on properties which had such facilities prior to the effective date (January 25, 2002) of Ordinance No. 02-02. The proposed amendments would use Section 11-13-20 to list the required standards for development specific to Commercial Storage Facilities. RECOMMENDATION: Receive public comment.
3. PUBLIC HEARING TO RECEIVE PUBLIC COMMENT ON A ZONING TEXT AMENDMENT TO AMEND THE CONDITIONAL USE PERMIT: EXPIRATION OF PERMIT STANDARDS OUTLINED IN SECTION 11-4-6 AND THE SITE PLAN REVIEW: EXPIRATION OF APPROVAL AND EXTENSION STANDARDS OUTLINED IN SECTION 11-5-7 OF THE CLEARFIELD CITY CODE BACKGROUND: Title 11 of the Clearfield City Code is also known as the Land Use Ordinance which includes the establishment of processes for site plan reviews and conditional use permits. With each administrative process there is the ability to request an extension of an approval to commence work or begin use. For each, a maximum extension timeframe of six (6) months is permitted based upon review of the detailed request for the extension. Site plan review extensions can be granted by the Planning and Zoning Administrator but conditional use permits require review by the Planning Commission with a public hearing. Based upon discussions with the Planning Commission, staff is proposing changes to align with Utah State Code and simplify the process for extension requests for both conditional use permits and site plan reviews. A draft of the proposed amendments is provided as an attachment to this report. RECOMMENDATION: Receive public comment.

4. OPEN COMMENT PERIOD The Open Comment Period provides an opportunity to address the Mayor and City Council regarding concerns or ideas on any topic. To be considerate of everyone at this meeting, public comment will be limited to three minutes per person. Participants are to state their names for the record. Comments, which cannot be made within these limits, should be submitted in writing to the City Recorder at nancy.dean@clearfieldcity.org. The Mayor and City Council encourage civil discourse for everyone who participates in the meeting.
5. CONSIDER APPROVAL OF RESOLUTION 2025R-01 STATING CLEARFIELD CITY’S INTENT TO ESTABLISH A CURBSIDE GREEN WASTE COLLECTION PROGRAM BACKGROUND: Clearfield City is committed to reducing waste sent to landfills and green waste, including yard trimmings, grass clippings, and organic garden waste, represents a significant portion of household waste that can be diverted from landfills to create compost or other beneficial uses. A curbside green waste collection program would provide residents with a convenient and effective method to manage green waste while supporting the City’s environmental stewardship goals which are: reduce the volume of green waste sent to landfills, encourage maintainable waste disposal practices among residents, support local and regional composting and green waste recycling initiatives. RECOMMENDATION: Approve Resolution 2025R-01 stating Clearfield City’s intent to establish a curbside green waste collection program and authorize the mayor’s signature to any necessary documents.
6. CONSIDER APPROVAL OF RESOLUTION 2025R-03 AUTHORIZING AMENDMENTS TO THE FISCAL YEAR 2025 BUDGET RECOMMENDATION: Approve Resolution 2024R-02 authorizing amendments to the fiscal year 2025 budget and authorize the mayor’s signature to any necessary documents.

CONSIDER APPROVAL OF ORDINANCE 2025-01 APPROVING A ZONING TEXT AMENDMENT TO ADD COMMERCIAL STORAGE FACILITIES AS A CONDITIONAL USE IN THE M-1 (Manufacturing) ZONE AND TO ADD DEVELOPMENT STANDARDS FOR COMMERCIAL STORAGE FACILITIES TO SECTION 11-13-20 OF THE CLEARFIELD CITY CODE RECOMMENDATION: After careful consider of the information presented, the Clearfield City Council moves to: Approve Ordinance 2025-01 approving the zoning text amendment to add commercial storage facilities as a conditional use in the M-1 Zone and to add development standards for commercial storage facilities to Section 11-13-20 of the Clearfield City Code, and authorize the mayor’s signature to any necessary documents. Deny Ordinance 2025-01 approving the zoning text amendment to add commercial storage facilities as a conditional use in the M-1 Zone and to add development standards for commercial storage facilities to Section 11-13-20 of the Clearfield City Code, and authorize the mayor’s signature to any necessary documents.
