1. PUBLIC HEARING TO RECEIVE PUBLIC COMMENT ON A ZONING MAP AMENDMENT TO REZONE 460 WEST 1700 SOUTH (TIN: 12-065-0203) FROM M-1 (MANUFACTURING) TO C-2 (COMMERCIAL) BACKGROUND: The applicant is requesting the zoning map amendment to develop the site with an automobile sales business. Motor vehicle sales is a permitted use in the C-2 Zone subject to specific development standards. The General Plan has this property designated as Commercial (along with other properties with direct frontage along Antelope Drive) for the future land use. With the recent construction of 500 West and realignment of property lines, the future land use classification of Manufacturing is shown along the back portion of the property; however, the Commercial classification is meant for the entire property and the General Plan map has simply not been updated to align with the new property line locations in this area. RECOMMENDATION: Receive public comment.
2. PUBLIC HEARING TO RECEIVE PUBLIC COMMENT ON A GENERAL PLAN AMENDMENT TO CHANGE THE DESIGNATION ON THE REAR FOUR ACRES OF THE PROPERTY LOCATED AT 175 WEST ANTELOPE DRIVE (TIN: 12-242-0009) FROM COMMERCIAL TO RESIDENTIAL AND KEEP THE REMAINING FRONT TWO-PLUS ACRES ZONED AS C-2 (COMMERCIAL) AND REZONE THE REAR FOUR ACRES FROM C-2 (COMMERCIAL) TO R-3 (RESIDENTIAL) BACKGROUND: The applicant is requesting a General Plan amendment and rezone to develop the subject properties with commercial buildings and a townhome subdivision along the frontage of Antelope Drive. To approve the rezone request for the rear four acres, the future land use designation of the General Plan must also be changed to reflect Residential. The General Plan amendment request is to change the future land use designation for the rear four acres of the subject property from Commercial to Residential and leave the front 2.92 acres as Commercial. The rezone request is to change the zoning designation for the rear four acres from C-2 (Commercial) to R-3 (Residential). The applicant has expressed willingness to enter into a development agreement. RECOMMENDATION: Receive public comment.

To be considerate of everyone at this meeting, public comment will be limited to three minutes per person. Participants are to state their names for the record. The Mayor and City Council encourage civil discourse for everyone who participates in the meeting.

CONSIDER APPROVAL OF ORDINANCE 2025-06 TO REZONE THE PROPERTY LOCATED AT 460 WEST 1700 SOUTH FROM M-1 (MANUFACTURING) TO C-2 (COMMERCIAL) RECOMMENDATION: Approve Ordinance 2025-06 to rezone the property located at 460 West 1700 South from M-1 (Manufacturing) to C-2 (Commercial) and authorize the mayor’s signature to any necessary documents.

CONSIDER APPROVAL OF ORDINANCE 2025-05 REZONING THE REAR FOUR ACRES OF THE PROPERTY LOCATED AT APPROXIMATELY 175 WEST ANTELOPE DRIVE (TIN: 12-242-0009) FROM C-2 (COMMERCIAL) TO R-3 (RESIDENTIAL) AND AMEND THE CLEARFIELD CITY ZONING MAP ACCORDINGLY RECOMMENDATION: Approve Ordinance 2025-05 rezoning the rear four acres of the property located at approximately 175 West Antelope Drive (TIN: 12-242-0009) from C-2 (Commercial) to R-3 (Residential), amend the Clearfield City Zoning Map accordingly, and authorize the mayor’s signature to any necessary documents.

CONSIDER APPROVAL OF RESOLUTION 2025R-02 AUTHORIZING THE CLEARFIELD CITY POLICE DEPARTMENT TO APPROPRIATE UNCLAIMED CUSTODIAL AND PERSONAL PROPERTY TO PUBLIC INTEREST USE AND APPROVING THE PUBLIC INTEREST USE OF THE PROPERTY BACKGROUND: The Clearfield Police Department frequently receives found or mislaid money or discovers money during investigations. Money may be turned into the department by a member of the public or found by an officer during the course of an investigation. Pursuant to Clearfield Police Department policy and procedures, all such money is booked into the department's evidence room. The evidence custodian then makes reasonable attempts to locate the owner of the money. Currently, the department holds a balance of $2,300.91 and is requesting that these funds be appropriated for public interest use. Specifically, the department proposes allocating the funds to support the community event Cops & Cars. RECOMMENDATION: Approve Resolution 2025R-02 authorizing the Clearfield City Police Department to appropriate unclaimed custodial and personal property to public interest use and approving the public interest use of the property, and authorize the mayor’s signature to any necessary documents.
