1. PUBLIC HEARING TO RECEIVE PUBLIC COMMENT ON THE 2025-2029 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) CONSOLIDATED ACTION PLAN AND THE 2025-2026 ONE-YEAR ACTION PLAN BACKGROUND: As an entitlement community with the U.S. Department of Housing and Urban Development (HUD), Clearfield City has access to federal funds to assist low/moderate income households or neighborhoods through the Community Development Block Grant (CDBG) Program. As a requirement of that funding, entitlement communities must develop a 5-Year Consolidated Plan to outline the goals and direction of the CDBG program for the next 5-year period. For each fiscal year, a 1-Year Action Plan must also be created to indicate the goals and direction of funding and programs for the upcoming program year. The yearly action plans must be consistent with the consolidated plan in funding direction, programs, and goals for community assistance. Clearfield City expects to receive approximately $200,000 in CDBG funds for the July 1, 2025, to June 30, 2026 funding cycle. As a document that provides direction for the expenditure of federal funds for local programs and services, the plan is subject to public hearings and requires a 30-day comment period which will begin on March 26, 2025. This is the first public hearing which is being held to gather information from the public concerning the needs within Clearfield City. Community organizations may present requests for assistance with their operational costs. There is no action required on this item. The finalized Plan will be presented to the Council on May 13, 2025. RECOMMENDATION: Receive public comment.
2. PUBLIC HEARING TO RECEIVE PUBLIC COMMENT REGARDING THE AMENDING OF RECREATION FEES, BUILDING RENTAL FEES, AQUATIC MEMBERSHIP FEES, GARBAGE AND RECYCLING FEES AND ENACTING GREEN WASTE FEES IN THE CONSOLIDATED FEE SCHEDULE BACKGROUND: Staff of the Community Services Department are proposing fee changes to a variety of fees for services provided by the department. The proposed fee changes are related to six different services including (1) Community Arts Center room rentals, (2) field use rentals (use of scoreboards, field lights, and the inclusion of a rental fee for the use of the sand volleyball courts located at North Steed Park), (3) 4th of July vendor fees, (4) sponsorship rates, (5) pickleball court rental rates, and (6) Aquatic and Fitness Center Memberships. Staff has reviewed the rates of several facilities throughout the state and the proposed fee changes would bring the fees more in line with the rates charged at other facilities and at city hall. In addition to proposed fee changes, some adjustments are intended to clarify language explaining the fees to make them more clear. Additionally, adjustments are proposed to the Fire Protection Standby Charge, and Garbage and Recycling fees. The recent implementation of a Green Waste program requires the enactment of Green Waste fees. RECOMMENDATION: Receive public comment.

To be considerate of everyone at this meeting, public comment will be limited to three minutes per person. Participants are to state their names for the record. Comments, which cannot be made within these limits, should be submitted in writing to the City Recorder at nancy.dean@clearfieldcity.org. The Mayor and City Council encourage civil discourse for everyone who participates in the meeting.
4. CONSIDER APPROVAL OF RESOLUTION 2025R-04 APPROVING THE INTERLOCAL COOPERATION TRANSPORTATION PROJECT REIMBURSEMENT AGREEMENT WITH DAVIS COUNTY FOR FUNDING FOR THE 300 NORTH RECONSTRUCTION FROM PACIFIC AVENUE TO 1000 WEST PROJECT BACKGROUND: Clearfield has been awarded $48,500 to extend sidewalk along the south side of 300 North from 825 West to 700 West. This addition will provide safe pedestrian walkway and connection to the Denver Rio Grande trail. The project design is nearly complete and will likely be advertised for construction in the coming two months. The funds will be reimbursed to the City once the sidewalk portion has been paid for. RECOMMENDATION: Approve Resolution 2025R-04 approving the Interlocal Cooperation Transportation Project Reimbursement Agreement with Davis County for funding for the 300 North reconstruction project, and authorize the mayor’s signature to any necessary documents.
5. CONSIDER APPROVAL OF RESOLUTION 2025R-05 APPROVING THE INTERLOCAL COOPERATION TRANSPORTATION PROJECT REIMBURSEMENT AGREEMENT WITH DAVIS COUNTY FOR 3RD QUARTER SALES TAX FUNDING FOR THE DEPOT STREET EXTENSION PROJECT BACKGROUND: As part of the annual opportunity to apply for funding for transportation projects in our community, Clearfield has been awarded $266,000 in reimbursement for the construction of the Depot Street Extension from 1026 South, past the Frontrunner Station, proceeding east along 1450 South to State Street. This granted funding with the previously awarded funds bring the county’s contribution to this project to $7.5 million. RECOMMENDATION: Approve Resolution 2025R-05 approving the Interlocal Cooperation Transportation Project Reimbursement Agreement with Davis County for 3rd Quarter Sales Tax Funding for the Depot Street Extension project, and authorize the mayor’s signature to any necessary documents.
6. CONSIDER APPROVAL OF ORDINANCE 2025-08 REPEALING TITLE 1, CHAPTER 16B, SECTION 22 – CODE ENFORCEMENT FUNDS AND ACCOUNTING BACKGROUND: Clearfield City’s Code Title 1, Chapter 16 – Code Enforcement was adopted several years ago. However, the final section, 1-16B-22: Code Enforcement Funds and Accounting, has generated internal confusion regarding its implementation. The section establishes three separate funds for tracking resources intended to offset the costs of code enforcement. However, this level of accounting is unnecessarily complex for a function that is unlikely to generate sufficient revenue to significantly offset its expenses. To simplify the process and align with standard accounting practices, it is proposed that 1-16B-22: Code Enforcement Funds and Accounting be repealed in its entirety. RECOMMENDATION: Approve Ordinance 2025-08 repealing Title 1, Chapter 16B, Section 22 – Code Enforcement Funds and Accounting, and authorize the mayor’s signature to any necessary documents.
7. CONSIDER APPROVAL OF ORDINANCE 2025-09 AMENDING TITLE 2, CHAPTER 5, CONSOLIDATED FEE SCHEDULE FOR CLEARFIELD CITY CORPORATION RECOMMENDATION: Approve Ordinance 2025-09 to amend Title 2, Chapter 5 – Consolidated Fee Schedule, which makes amendments to recreation fees, building rental fees, Aquatic and Fitness Center membership fees, solid waste fees, and enacts green waste fees.
