PUBLIC HEARINGS:
1. PUBLIC HEARING TO RECEIVE PUBLIC COMMENT ON ZONING MAP AMENDMENT TO REZONE 905 SOUTH 1500 EAST FROM A-1 (AGRICULTURE) TO P-F (PUBLIC FACILITIES) BACKGROUND: Clearfield City is proposing the rezoning of the subject property from the current zoning regulations to P-F (Public Facilities). The purpose of the rezones is to align the purpose and future intent of the property with a zoning designation that is supportive of such uses as parks and open space, storm water basins, trails, and any other services that would support the general public interest. The property located at 905 South 1500 East is a vacant property that has been maintained as a City open space with the intent that the property would be developed as a park or other type of recreational facility someday. RECOMMENDATION: Receive public comment.
2. PUBLIC HEARING TO RECEIVE PUBLIC COMMENT ON A ZONING MAP AMENDMENT TO REZONE 350 SOUTH AND 432 SOUTH CARTER LANE FROM U-R (URBAN MIXED RESIDENTIAL) TO P-F (PUBLIC FACILITIES) BACKGROUND: Clearfield City is proposing the rezoning of the subject properties from the current zoning regulations to P-F (Public Facilities). The purpose of the rezones is to align the purpose and future intent of the properties with a zoning designation that is supportive of such uses as parks and open space, storm water basins, trails, and any other services that would support the general public interest. The properties located off of Carter Lane include the city park and storm water basin that were constructed as part of the Lotus Anthem development. Both properties were improved and developed by Lotus Company and dedicated to Clearfield City for public use. RECOMMENDATION: Receive public comment.

3. OPEN COMMENT PERIOD The Open Comment Period provides an opportunity to address the Mayor and City Council regarding concerns or ideas on any topic. To be considerate of everyone at this meeting, public comment will be limited to three minutes per person. Participants are to state their names for the record. Comments, which cannot be made within these limits, should be submitted in writing to the City Recorder at nancy.dean@clearfieldcity.org. The Mayor and City Council encourage civil discourse for everyone who participates in the meeting.
4. CONSIDER APPROVAL OF AND CONSENT TO THE MAYOR’S PROPOSED APPOINTMENT OF DANIELLE SIKES TO THE PLANNING COMMISSION AS A REGULAR MEMBER BACKGROUND: The Planning Commission term for David Bloomfield ended in February 2025, which has resulted in a vacancy on the Commission. Commissioner Sikes was appointed as an Alternate Commissioner in February 2024 and has served well as an alternate. She regularly attends meetings and has had the opportunity to fill in on the dais. She has also taken additional training opportunities by attending the APA Utah Fall Conference. She is attentive, respectful, and responsive. If appointed to fill the vacancy, her term would expire in February 2028. RECOMMENDATION: Approve and consent to the mayor’s appointment of Danielle Sikes as a regular member of the Planning Commission with a term expiration date of February 2028, and authorize the mayor’s signature to any necessary documents.

CONSIDER APPROVAL OF ORDINANCE 2025-10 REZONING THE PROPERTY LOCATED AT APPROXIMATELY 905 SOUTH 1500 EAST (TIN: 09-021-0017) FROM A-1 (AGRICULTURE) TO P-F (PUBLIC FACILITIES AND AMENDING THE CLEARFIELD CITY ZONING MAP ACCORDINGLY RECOMMENDATION: Approve Ordinance 2025-10 rezoning the property located at approximately 905 South 1500 East (TIN: 09-021-0017) from A-1 (Agriculture) to P-F (Public Facilities) and amending the Clearfield City Zoning Map accordingly, and authorize the mayor’s signature to any necessary documents.

CONSIDER APPROVAL OF ORDINANCE 2025-11 REZONING THE PROPERTIES LOCATED AT APPROXIMATELY 350 AND 432 SOUTH CARTER LANE (TINS: 15-072-0004, 15-070-0005, AND 12-003-0305 FROM U-R (URBAN MIXED RESIDENTIAL) TO P-F (PUBLIC FACILITIES) AND AMENDING THE CLEARFIELD CITY ZONING MAP ACCORDINGLY RECOMMENDATION: Approve Ordinance 2025-11 rezoning the properties located at approximately 350 and 432 South Carter Lane (TINS: 15-072-0004, 15-070-0005, and 12-003-0305) from U-R (Urban Mixed Residential) to P-F (Public Facilities) and amending the Clearfield City Zoning Map accordingly, and authorize the mayor’s signature to any necessary documents.
