PUBLIC HEARINGS:
2. PUBLIC HEARING TO RECEIVE PUBLIC COMMENT ON THE TEMPORARY LAND USE REGULATION FOR THE CIVIC (CV) AND URBAN MIXED RESIDENTIAL (UR) ZONES WITHIN THE CLEARFIELD CITY DOWNTOWN FORM BASED CODE (FBC) BACKGROUND: Staff has determined that there is a compelling public interest to review and consider amending the “Uses” found in Chapter 3 of the FBC as it relates to potential uses within the CV and UR zones in order to promote the health, safety, and welfare of the community and to serve the best interests of Clearfield’s residents. RECOMMENDATION: Receive public comment.

3. OPEN COMMENT PERIOD The Open Comment Period provides an opportunity to address the Mayor and City Council regarding concerns or ideas on any topic relevant to city business. To be considerate of everyone at this meeting, public comment will be limited to three minutes per person. Participants are to state their names for the record. Comments, which cannot be made within these limits, should be submitted in writing to the City Recorder at nancy.dean@clearfieldcity.org. The Mayor and City Council encourage civil discourse for everyone who participates in the meeting.
4. CONSIDER APPROVAL OF THE CLEARFIELD CITY MASTER TRANSPORTATION PLAN BACKGROUND: As a combined effort between Community Development and Public Works, the City used Transportation and Land Use (TLC) funding to hire Wall Consultant Group (WCG) to complete a master transportation plan. This plan accomplished several of the City’s priorities: set goals and objectives to promote the City’s interests and align with previously completed plans, analyzed existing conditions, forecast future growth, created a transportation and street system plan, classified the street system, created a bridge maintenance and improvement plan, created an implementation plan for suggested improvements, engaged with public and neighboring agencies, set performance metrics and created an impact fee facilities plan. RECOMMENDATION: Approve the Clearfield City Master Transportation Plan and authorize the mayor’s signature to any necessary documents.
5. CONSIDER APPROVAL OF THE MEMORANDUM OF UNDERSTANDING WITH THE UTAH DEPARTMENT OF NATURAL RESOURCES, DIVISION OF WILDLIFE RESOURCES, FOR THE PROVISION OF A PUBLIC-USE FISHING DOCK AT STEED POND BACKGROUND: City staff has discussed potential improvements in and around Steed Pond with the Utah Department of Natural Resources (DNR), Division of Wildlife Resources (UDWR) for several years. The Steed Pond Master Plan was completed in December of 2018 with the assistance of the Civil Solutions Group. This spring, DNR indicated that they would have funding in this fiscal year to help with the construction of a fishing dock at Steed Pond. Since Steed Pond is a popular fishing area within the City that is used on a daily basis by many of our residents, this opportunity would provide the City with the means to complete this project in FY26. RECOMMENDATION: Approve the Memorandum of Understanding with the Utah Department of Natural Resources, Division of Wildlife Resources, for the provision of a public-use fishing dock at Steed Pond, and authorize the mayor’s signature to any necessary documents.
6. CONSIDER APPROVAL OF ORDINANCE 2025-18 AUTHORIZING THE TEMPORARY LAND USE REGULATION FOR THE CIVIC (CV) AND URBAN MIXED RESIDENTIAL (UR) ZONES WITHIN THE CLEARFIELD CITY DOWNTOWN FORM BASED CODE (FBC) RECOMMENDATION: Approve Ordinance 2025-18 authorizing the temporary land use regulation for the CV and UR zones within the Clearfield City Downtown Form Based Code and authorize the mayor’s signature to any necessary documents.
7. CONSIDER APPROVAL OF RESOLUTION 2025R-09 AUTHORIZING AN INTERLOCAL AGREEMENT BETWEEN PARTICIPATING AGENCIES OF THE NORTH DAVIS METRO SWAT BACKGROUND: Over the past several years, the Clearfield City Police Department has partnered with the Layton City Police Department and other Davis County law enforcement agencies to respond to critical incidents requiring a tactical response team. The Clearfield Police Department assigns up to three officers to the team. North Davis Metro SWAT has responded to several critical incidents in Clearfield City, and the city benefits from the specialized training and expertise of its members. The goal of the North Davis Metro SWAT team is to save lives and provide a specialized, well-trained, and well-equipped response to high-risk incidents. To formalize the relationship among the participating Davis County agencies, it is proposed that the agencies enter into an agreement to create an Executive Board to oversee the SWAT team. RECOMMENDATION: Consider approval of Resolution 2025R-09 authorizing an Interlocal Agreement for the North Davis Metro SWAT and authorize the mayor’s signature to any necessary documents.
